Felicitas Phildor: Normally repair shops don't let a car leave without payment, because then it is very hard for them to ever get paid.But a shop that does not finish a job usually does not bill much or at all, unless it really was not their fault, or warned you what they could run into that they could not do.
Judie Kise: depends on shop policy and if they had a written estimate that you signed. May have to negotiate cost if they promised to fix and did not as there is supposedly time involved in diagnostic work. some shops will not charge if they cannot fix others will. If they give you the keys and you do not pay they could get a mechanics lean against your car for their costs if they decide to do this, if this happens you can fight in small claims court
