Wilmer Skidmore: Chair rail is more traditional, if you plan to sell the home soon this may be a logical investment however as most fads do this one will go away again. Also if you don't have crown molding chair rail may look odd.
Wally Gower: That is a cosmetic fix making the house more appealing to a buyer . Renovating a kitchen, bath, etc. adds value to a home.
Booker Moros: I can't possibly see adding a piece of wood on your wall can significantly increase the value of your home. I would not worry about the chair rail, and focus on other areas that give you more bang for your buck. Look at your landscaping, exterior, lighting, etc.
