Heidi Creselious: That depends mostly on local rules. Your city or town will have its own zoning regulations to follow and various licenses and permits you need. Then there will be state requirements, usually for things like doing background checks on anyone you hire who will have contact with children. If you're serious you need to get an attorney who knows about all the local laws and can help you get everything you need.
